Both packages are fixed price, with no hourly billing at all. Hosting and the domain name run $120 a year — $10 a month — on a server in Québec. That amount is quoted with everything else, never after delivery. It is a rule here, and it is the first thing to check with anyone who makes you an offer. All prices in Canadian dollars.
